Gordon Harper brings more than 20 years of business leadership, governance and strategic expertise to his role as Chair of Tangaroa ara rau.
Inspired by the proven success of StreetWork Australia, Gordon led the vision to establish Tangaroa ara rau in Aotearoa, creating a model that strengthens rather than duplicates existing youth services.
He is committed to building sustainable partnerships, transparent governance and evidence-based outcomes that create lasting opportunities for rangatahi and stronger communities.
Trustee and Deputy Chair of the BoardHeather Penzel
Heather Penzel has dedicated more than 20 years to supporting at-risk taiohi across schools, shelters and community settings.
After moving from the United States to Aotearoa in 2019, Heather now calls the Kāpiti Coast home. Their practice is grounded in Te Whare Tapa Whā, Positive Youth Development, trauma-informed care and harm reduction.
As tangata tiriti, Heather is committed to strengthening communities through equity, inclusion and meaningful support for rangatahi, believing every young person deserves the opportunity to build the future they want.
Trustee and Board MemberKalyb Masoe-Hewitt
Kalyb Masoe helped establish Tangaroa ara rau after seeing the need for a different approach to supporting young people in Ōtautahi.
Having experienced significant loss and independence from a young age, he understands how easy it is to lose sight of your future. It was a youth organisation that helped him find one, and that's why he's passionate about making sure every young person has the same opportunity.
His experience across community services, operational leadership and employment has reinforced his belief that trusted relationships and early intervention can change the course of a young person's life.
